Certificat d’acceptation du Québec (CAQ)
To obtain the Minister’s consent to stay in Québec as a foreign student, you must:
- Be admitted to an educational institution in Québec
- Agree to comply with all the conditions for issuing your Certificat d’acceptation du Québec (CAQ) for studies
- Have the financial capacity to cover:
- Tuition fees
- Transportation costs (round trip from your country of origin)
- Settling-in expenses for the first year (C$500)
- Living expenses for the duration of your stay
- Health and hospitalization insurance costs

PEQ Program changes in 2020
Quebec government also give graduates of Quebec opportunities to immigrate through Programme de l’expérience québécoise (PEQ):
Eligible Quebec diplomas under PEQ:
- Bachelor’s Degree (undergraduate university degree)
- Master’s Degree
- Doctorate (PhD)
- Diploma of College Studies – Technical
- Vocational Diploma, with or without attestation of vocational specialization, obtained consecutively, attesting to a minimum of 900 hours of study
- Attestation of Vocational Specialization attesting to a minimum of 900 hours of study
- Attestation of College Studies attesting to a minimum of 900 hours of study
To be eligible, these attestations or diplomas must be included on the List of Areas of Training under the PEQ – Graduates. This list contains the areas of training in Québec that best respond to job market needs.
Increased work experience in 2020 under PEQ
Full-time work experience of 12 or 24 months is required for foreign graduate students wishing to submit a permanent selection request to the PEQ. Those who hold a valid post-graduation work permit before the entry into force of the new regulation may submit their request in the Temporary foreign worker section if they meet the conditions to benefit from the transitional measure provided.
Spouse or common-law partner of the applicant must have a oral French level 4 or above.
