Canada Provincial Programs (PNP)
Who are eligible?
Provincial Nominee Program (PNP) is for workers who:
- have the skills, education and work experience to contribute to the economy of a specific province or territory
- want to live in that province, and
- want to become permanent residents of Canada
Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements.
PNP two types
Through Provincial Express Entry
If a province or territory nominates you through an Express Entry stream, it will be listed on your nomination certificate. Follow the steps:
1. Submit an Express Entry profile
2. Get an Express Entry stream nomination (or have your nomination confirmed)
3. Get an invitation to apply for permanent residence (once you have accepted your nomination)
4. Fill out your application
Through Non-Express Entry
1. Decide where you want to live in Canada and apply to that province or territory for a nomination.
2. After a province or territory nominates you, you apply to IRCC for permanent residence.
Streams by Province/ territory
Ontario (ONIP)
There are three ways you may qualify for a nomination:
- Employer job offer category: for workers who already have a permanent job offer from an Ontario employer
- Human capital category: for workers who have valuable work experience, education, language skills, and a profile in Canada’s Express Entry system; or for graduate students
- Business category: for entrepreneurs looking to start a new or buy an existing business in Ontario
Alberta (AAIP)
The AAIP has 3 streams for foreign workers who are living and working in Alberta, or plan to live and work here:
- Alberta Opportunity Stream
- Alberta Express Entry Stream
- Rural Renewal Stream
The AAIP has 3 streams for entrepreneurs who plan to live in Alberta and buy or start a business in the province:
- International Graduate Entrepreneur Immigration Stream
- International graduates of approved Alberta post-secondary institutions who want to start a business or buy an existing business can submit an Expression of Interest (EOI).
- Self-Employed Farmer Stream
Manitoba (MPNP)
There are three streams you may qualify for MPNP:
- Skilled Worker Stream
- International Education Stream
- Business Investor Stream
British Columnbia (BCPNP)
There are three streams you may qualify for BCPNP:
- BC Skills Immigration
- BC Express Entry
- BC Entrepreneur Immigration
Quebec Programs
The main streams to immigrate to Quebec include:
- immigrate to Québec to work (Permanent workers)
- immigrate to Québec to do business (Business people)
- stay in Québec to work temporarily (Temporary workers)
- stay in Québec to study (Foreign students)
- sponsor a family member abroad (Family reunification)
- sponsor a refugee (Humanitarian immigration)

Provincial Nominee Programs in Four Atlantic Provinces
The four Atlantic Provinces of Canada – New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador – each have their own Provincial Nominee Programs (PNPs) to attract and retain skilled workers, entrepreneurs, and students in their respective provinces.

Saskatchewan (SINP)
The Saskatchewan Immigrant Nominee Program (SINP) is a program that allows the province of Saskatchewan to nominate individuals who wish to immigrate to Canada and settle in the province. The program has several streams including the International Skilled Worker, Saskatchewan Experience, and Entrepreneur and Farm categories.
- The International Skilled Worker category is further divided into three sub-categories including the Employment Offer, Occupations In-Demand, and Express Entry streams. These streams are for individuals who have the education, work experience, and language proficiency to make an immediate economic contribution to the province of Saskatchewan.
- The Saskatchewan Experience category is for individuals who are currently living and working in Saskatchewan on a valid work permit. The category has three sub-categories including the Existing Work Permit, Health Professionals, and Hospitality Workers streams. These streams are for individuals who have been working in Saskatchewan for a minimum of six months and who have an offer of permanent, full-time employment in the province.
- The Entrepreneur and Farm categories are for individuals who wish to establish or purchase a business in Saskatchewan, or who wish to invest in the province’s agricultural sector. These categories have sub-streams for entrepreneurs, farmers, and young farmers.
Overall, the SINP is designed to attract individuals who have the skills, experience, and desire to contribute to Saskatchewan’s economy and community.
