Manitoba MPNP
The Manitoba Provincial Nominee Program (Manitoba MPNP) seeks recent graduates, skilled workers, business people and their families with the intention and ability to successfully settle and economically establish in the province as permanent residents. The current program includes skilled worker, international education and business investor streams.
Skilled Worker Stream
The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labour market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba. There are two streams:
Skilled Workers in Manitoba
You must demonstrate your established connection to Manitoba, which is your ongoing Manitoba employment.
Ongoing Manitoba employment means that you possess a valid work permit and a Manitoba company has offered you a long-term, full-time job after you have completed at least six months (continuous) full-time employment with that company as a temporary foreign worker or international student working graduate.
- Temporary foreign workers.
If you graduated from a post-secondary program in another Canadian province and want to apply to the Skilled Worker in Manitoba pathway because you’ve been offered a job in Manitoba, to be eligible, you must first have been working for that Manitoba employer for at least one year.
- International student working graduates: only accept graduates from a Manitoba post-secondary educational institutions with at least 6-month contract job offer.
Skilled Workers Overseas
You must demonstrate an established connection to Manitoba through either
- the support of family members or friends (Manitoba Support),
- previous education or work experience in the province (Manitoba Experience), or
- an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative (Manitoba Invitation).
International Education Stream
The new International Education Stream (IES) for Manitoba graduates is dedicated to providing international students graduating in Manitoba and meeting the needs of industry faster pathways to nomination.
You must have a full-time job offer from an eligible Manitoba employer with a minimum 1-year contract in an occupation on Manitoba’s In-Demand Occupations List that is consistent with your completed program of studies in Manitoba. You must be working full-time in Manitoba with a valid work permit at the time your application is assessed.
There are three pathways:
- Career Employment Pathway
- Graduate Internship Pathway
- International Student Entrepreneur Pilot
* One advantage of this stream is that there is no minimum duration requirement for the graduate’s employment with the employer.
** Another difference from the Skilled Worker stream, graduates who are invited are not point-based in the EOI system, as long as whose profile declared meeting the requirements of this program.
Business Investor Stream
Entrepreneur Pathway
Minimum Requirements:

Business Experience: You must have a minimum of 3 years of full-time work experience in the past 5 years, either as an active business owner or in a senior management role in a successful business. Business owners with at least 33 1/3% ownership qualify for higher points.

Language Proficiency: You must have a minimum language proficiency level of CLB/NCLC 5.

Education: A minimum education level equivalent to Canadian high school is required.

Net Worth: You must have a minimum net worth of $500,000 CAD, which will be verified by a third-party supplier.

Business Investment: The minimum investment is $250,000 CAD for businesses in the Winnipeg Metropolitan Region and $150,000 CAD for businesses outside this region. The investment must be in an eligible business and create or maintain at least one job for a Canadian citizen or permanent resident. A detailed business plan is required.
Preferred Criteria:

Business Research Visit: It’s recommended to conduct an in-person exploratory visit to Manitoba, allowing you to research your business investment. The visit must be conducted no more than one year before submitting your Expression of Interest (EOI).

Adaptability: Points are allocated based on various factors such as the language proficiency of your spouse, having a close relative in Manitoba, your child’s education in Manitoba, or your own or your spouse’s full-time study or employment in Manitoba.

Age: There is no specific age requirement, but candidates between 25 to 49 years of age receive additional ranking points.
Farm Investor Pathway
The Farm Investor Pathway (FIP) in Manitoba, Canada, has several key requirements for individuals seeking to establish a farming business in the region:

Farm Experience: Applicants must have a minimum of 3 years of farm ownership and operation experience, supported by verifiable documents.

Language Proficiency: Proficiency in either of Canada’s official languages (English or French) is important, and FIP interviewees must conduct the interview in one of these languages.

Farm Business Investment: A minimum investment of $300,000 CAD is required to establish a farming business in rural Manitoba. These investments must be in eligible tangible assets, and a comprehensive farm business plan is necessary.

Farm Business Research Visit: Applicants must conduct a research visit to Manitoba as part of their application process.

Farm Business Activities: Farm businesses must engage in ongoing and economically viable activities in rural Manitoba. Applicants are required to live on the farm and actively manage it, with a focus on value-added farm business activities.

Economic Establishment Adaptability: Demonstrating practical farming skills, technical knowledge, and experience in modern farming practices relevant to Manitoba’s agriculture industry is essential for adaptability.

Net Worth: Applicants must have a minimum net worth of $500,000 CAD, and the Manitoba Provincial Nominee Program (MPNP) may request third-party verification of financial information.
The MPNP Expression of Interest (EOI) ranking system
The Expression of Interest (EOI) ranking system applies to the pathways under the Skilled Worker Stream and International Education Stream. The pathways under the Business Investor Stream have a different, separate process for submitting an EOI.
Letter of Advice to Apply (LAA)
On a regular basis, the highest-scoring candidates drawn from the EOI pool are selected receive a Letter of Advice to Apply (LAA), which is an invitation to submit a full application for immigration through the MPNP. The number of LAAs issued in each draw is dependent on annual processing targets and capacities.
