ONTARIO OINP

The Ontario Immigrant Nominee Program (OINP) is the province’s economic immigration program. It works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC). Foreign workers, international students and others with the right skills, experience and education may apply to the OINP for a nomination.

The OINP recognizes and nominates people for permanent residence who have the skills and experience the Ontario economy needs, and the Government of Canada makes the final decision to approve applications for permanent residence.  There are currently 9 programs available through OINP’s EOI or OINP’s EE system.

I. OINP's Expression of Interest System Scoring System

Candidates register an Expression of Interest through this system and get ranked to be selected based on scoring factors including education,  English or French level, intent region location, skill and work experience level, earning record, job offer and work experience, and strategic selection priorities addressing needs of labor market in Ontario.

1. Employer Job Offer category

The employer job offer category has three streams. You must have a full-time and permanent job offer from an Ontario employer to qualify.

1.1. Foreign Worker stream:

  — for workers in skilled positions, invitation will be only to those who in the targeted occupations.

1.2. International Student stream:

  –for recent graduates in Ontario, invitation will be only to candidates whose job offer is in the targeted occupations.

1.3. In-Demand Skills stream:

  — for intermediate skilled workers in specific sectors, such as agriculture, construction, and other select occupations.

2. Masters & PhD Graduate stream

2.1. Masters Stream:

  —  international graduates with an Ontario masters degree

2.2. PhD stream:

  — international graduates with an Ontario PhD degree

This stream is for entrepreneurs from outside Canada interested in starting a new business or buying an existing business in Ontario.

II. OINP's Express Entry System

OINP searches IRCC’s Express Entry pool to find candidates who may meet the criteria of one of Ontario’s Express Entry streams. If you are identified as a candidate, you will receive a notification of interest through your IRCC online account inviting you to submit an online application to the OINP. The invitation will be sent to those who have met the minimum CRS score and are in the specified occupations for each draw.

Human Capital Priorities stream:

You will be assessed through one of the two federal Express Entry programs:

  • Skilled Workers Program
  • Canadian Experience Class

French-Speaking Skilled Worker stream:

Same as Human Capital Priorities Stream, you will also be assessed through one of the two federal Express Entry programs:

  • Skilled Workers Program
  • Canadian Experience Class

Meanwhile, as for French tests,  you must have CLB 7 or above in all language abilities by taking TEF or TCF Canada:

Skilled Trades stream:

You must have work experience that meet the following requirements:

  • at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Ontario Major Groups 72 (excluding occupations under transportation officers), 73, 82, 83, 93 (excluding aircraft assemblers and aircraft assembly inspectors) or Minor Group 6320 (excluding cooks) of the NOC.
