Saskatchewan Immigrant Nominee Program (SINP)
The Saskatchewan Immigrant Nominee Program (SINP) offers you a way to immigrate to Canada.
Through the SINP, Saskatchewan:
- invites residency applications from non-Canadians who want to make Saskatchewan their home; and
- nominates successful applicants to the federal government, so they can gain permanent residency in Canada.
International Skilled Worker
This stream is based on SINP EOI, and the selected applicant will receive an invitation to apply. Based on the draw on Oct 23, 2023, the minimum score for Occupation In-Demand and Express Entry is 84. That means you either have a valid job offer from a Saskatchewan employer, or you have some connection to this province, such as family connection, work or/and study experience in Saskatchewan.
Occupation In-Demand and Express Entry
The Occupations In-Demand (OID) and Express Entry (EE) programs are for those who have education and work experience in an in-demand occupation. Eligible occupations must fall under the following National Occupational Classification (NOC) TEER levels 0, 1, 2, and 3.
Occupation In-Demand
This sub-category is for skilled workers who:- Do not have a job offer in Saskatchewan but are highly skilled in an in-demand occupation;
- Who are living abroad or in Canada; and
- Meet the criteria of the sub-category.
Saskatchewan Express Entry
This sub-category is for skilled workers who:- Do not have a job offer in Saskatchewan;
- Who are living abroad or in Canada;
- Are in the Immigration, Refugees and Citizenship Canada (IRCC) Express Entry Pool; and
- Meet the criteria of the sub-category.
Employment Offer
This sub-category is for skilled workers who:
- Have an offer for a skilled job in Saskatchewan.
- Meet the criteria of the sub-category.
- Intend to reside in Saskatchewan as a permanent resident. Note: all nominees with temporary work permits must reside in Saskatchewan.
There is no specific list of jobs, but your offer must be in an occupation in the National Occupational Classification (NOC) TEER level “0”, “1”, “2” or “3”, or in a designated trade in Saskatchewan. Please note the following exclusions:

- Food and Beverage Servers (NOC 65200) must apply under the Hospitality Sector Project sub-category or the Hard-to-Fill Skills Pilot.
- Truck Drivers must apply under the Long Haul Truck Driver Project sub-category or Hard-to-Fill Skills Pilot.
- Only those with high skilled health occupations eligible for the International Healthcare Worker EOI Pool can apply to this sub-category. Other health professionals will need to apply to the Saskatchewan Experience Health Professionals sub-category. Saskatchewan Experience
Skilled Worker With Existing Work Permit
This sub-category is for skilled workers who:
- Have been working in Saskatchewan with a valid work permit for at least six months;
- Have a permanent full-time job offer from a Saskatchewan employer. The job is required to be in National Occupation Classification (NOC) TEER “0”, “1”, “2” or “3”; or in a designated trade; and
- Meet the criteria of the sub-category.
Semi-skilled Agriculture Worker with Existing Work Permit
This sub-category is for semi-skilled workers who:
- Have been working for more than six months with a valid work permit for the employer offering a job or, who have previously worked in Saskatchewan for a minimum of six months;
- Have a permanent full-time job offer from a Saskatchewan employer. The job is required to be in the following National Occupation Classification (NOC) occupations:
- NOC 85100: Livestock labourers
- NOC 85101: Harvesting labourers
- NOC 84120: Specialized livestock workers and farm machinery operators
- NOC 85103: Nursery and Greenhouse labourers
- Have a valid SINP Job Approval Letter.
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter, with a valid work permit. The work experience must be consecutive work experience.
- Your work permit must be for:
- Seasonal Agriculture Worker Program
- International Experience Canada
- Temporary Foreign Worker Program; or
- The Canada-Ukraine Authorization for Emergency Travel.
- Your work permit must be for:
- Have completed secondary school (high school) or higher level education.
- Have a minimum score of Canadian Language Benchmark (CLB) 4 if your job offer is in a NOC TEER “4” occupation.
Health Professionals
This sub-category is for skilled workers who:
- Have been working full-time in Saskatchewan on a temporary work permit for at least six months as a:
- Physician;
- Nurse; or
- Other health professional.
- Meet the criteria of the sub-category.

Hospitality Sector Project
This sub-category is for foreign workers who want to apply for permanent residency and:
- Are currently working in Saskatchewan on a temporary work permit through a Labour Market Impact Assessment (LMIA);
- Have been working with an SINP Hospitality-approved employer for a minimum of six months (780 hours); and
- Are working in one of the following jobs:
- Food/Beverage Server (NOC 65200).
- Food Counter Attendant/Kitchen Helper (NOC 65201).
- Housekeeping/Cleaning Staff (NOC 65310).
- Meet the criteria of the sub-category.
Long-Haul Truck Driver Project
This sub-category is for long-haul truck drivers who:
- Have worked for at least six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter, with a valid work permit. The work experience must be consecutive work experience.
- Have a current Saskatchewan Class 1A driver’s licence.
- Have a full-time, permanent job offer from your employer. Your employer must be an approved trucking firm in Saskatchewan.
- Have at least Canadian Language Benchmarks (CLB) 4 or higher English language ability in all four categories (listening, speaking, reading and writing).

- Have a valid SINP Job Approval Letter. Employers must register with the SINP and obtain the Job Approval Letter. They will then provide the Job Approval Letter to you if you meet their hiring qualifications.
Students
This sub-category is for students who:

Entrepreneur and Farmer Categories
Entrepreneur
There are four steps to the nomination process:
1. Expression of Interest (EOI) submission to the SINP
2. EOI Selection and Invitation to Submit an Application
- Candidates’ EOIs are selected based on their points score with those with the highest points selected during each draw. The number selected is dependent on program requirements (e.g. application inventory).
- After candidates are invited to apply, applications are processed in the order that they are received.

Entrepreneur Category
The Entrepreneur Category is for foreign nationals who wish to obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.
Through the SINP Entrepreneur Program, you and your family can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.
International Graduate Entrepreneur Category
The International Graduate Entrepreneur Category is for international students graduating from as Saskatchewan institution who want to become an entrepreneur. Through the SINP Entrepreneur Program, you and your family can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

Farm
Farm Owner and Operator Category
The Farm Owner and Operator Category is for foreign nationals who’d like to move to Saskatchewan and who:
- Have proven experience in farming;
- Have considerable capital (money, assets) to invest in a farming operation; and
- Plan to buy and run a farm in Saskatchewan.
